Havant Borough Council is consulting until midnight on 19 October 2026 on a draft hackney and private hire licensing policy refresh.
Proposals agreed in draft by the Licensing Committee on 15 June include regular mandatory safeguarding and disability-awareness training, drug screening for drivers, raising the minimum DVLA licence-holding period to two years, shortening the Certificate of Good Character qualifying period, vehicle-spec tweaks and aligning conviction handling with Institute of Licensing guidance. Officers say the aim is passenger safety and consistency with Portsmouth, Fareham and Gosport. Current policy dates from September 2023; nothing is adopted until after consultation feedback.
